The standard requires chemical manufacturers, distributors, and importers to evaluate and classify the hazards of their chemicals and communicate this information to downstream users through labels, safety data sheets (SDS), and other forms of warning. The standard also mandates that employers develop and implement a written hazard communication program, train employees on the safe use of hazardous chemicals, and provide access to SDSs and other relevant information. The HCS is intended to reduce the incidence of chemical-related injuries, illnesses, and fatalities by improving the awareness and understanding of chemical hazards in the workplace.
